About the AFFDF-Financial Assistance For Treatment Of Serious Diseases To Non Pensioner Ex-Servicemen (All Ranks)/Widows Scheme
The scheme "Financial Assistance for Treatment of Serious Diseases to Non-Pensioner Ex-Servicemen (ESM) (All Ranks)/Widows" is implemented by the Department of Ex-Servicemen Welfare, Ministry of Defence, Government of India to provide financial assistance for the treatment of approved serious diseases to non-pensioner Ex-Servicemen and widows. The scheme supports expenditure incurred on hospitalization, medicines, and medical treatment for specified serious diseases. Assistance is provided subject to prescribed limits and eligibility conditions. Applications are processed through the Zila Sainik Board and approved by the Kendriya Sainik Board. The approved amount is transferred directly to the beneficiary's bank account through Electronic Clearance Service (ECS).

Benefits
> For Non-Pensioner Officers/Widows:
- Medical Treatment Assistance: Financial assistance of 75% of the total expenditure incurred on medical treatment, hospitalization, medicines, and related expenses.- Maximum Assistance Limit: Maximum financial assistance of ₹1,50,000/- (one-time) for approved serious diseases.- Cancer Treatment and Dialysis Assistance: Financial assistance of up to ₹75,000/- per annum for cancer treatment and dialysis.
> For Non-Pensioner Other Ranks/Widows:
- Medical Treatment Assistance: Financial assistance of 90% of the total expenditure incurred on medical treatment, hospitalization, medicines, and related expenses.- Maximum Assistance Limit: Maximum financial assistance of ₹1,50,000/- (one-time) for approved serious diseases.- Cancer Treatment and Dialysis Assistance: Financial assistance of up to ₹75,000/- per annum for cancer treatment and dialysis.

> Treatment of other Diseases:
- In case the treatment of a serious disease which is not listed in this scheme-document, such application will be referred to DGAFMS for comment/recommendation to consider it for financial assistance for treatment of that disease, to ESM under this scheme.
> Note:
- Expenditure must be incurred at an approved govt hospital at the rates applicable under CGHS / ECHS.

Eligibility Criteria
- Applicant must be a non-pensioner ESM or his widow.
- Should not be a member of ECHS (Ex-Servicemen Contributory Health Scheme) or availing AFMS (Armed Forces Medical Services) facilities.
- Should be recommended by respective Zila Sainik Board (ZSB).
- Expenditure must be incurred at a approved govt hospital at the rates applicable under CGHS (Central Government Health Scheme) / ECHS.

How to Apply for AFFDF-Financial Assistance For Treatment Of Serious Diseases To Non Pensioner Ex-Servicemen (All Ranks)/Widows
Application mode: Online
Step 1: Eligible Ex-servicemen / their widows can visit the official website of Kendriya Sainik Board Secretariat (KSBS): https://ksb.gov.in/
Step 2: Click on “Register,” which is available on the homepage of the portal.
Step 3: Now, the registration form will be displayed. Fill the form with the necessary details.
Step 4: Upload the Photo and save the application by clicking on the “Save” button and the saved details and password will be forwarded to the registered email ID.
Step 5: Click the activation link that is sent to your email address to log in to the KSB portal.
Step 6: Provide user name, password, and verification code and click on the “Login “ button.
Step 7: Select the scheme name and start filling the new application form by entering the required details.
Step 8: Copies of the supporting documents duly attested by the respective Zila Sainik Welfare Officer (ZSWO) must be uploaded with the online application.
Step 9: Once the online application is submitted, ZSWO will scrutinize the online applications and give an appointment to the applicant for verification.
Step 10: After successful verification, ZWSO will recommend the online application and forward the hard copy as well as soft copy to Kendriya Sainik Board (KSB) through Rajya Sainik Boards (RSBs) for further processing.

Step 3: Now enter your DAK ID and verification code. Click on the “Search” button.
