The scheme aims to develop skilled and certified paragliding professionals from Uttarakhand who can work as Tandem Pilots, Instructors, or Competitors in the tourism sector.

- After the completion of the selection tests, the District Tourism Development Officer forwards the list of selected applicants to the headquarters for further processing.
