About the Scheme for Promotion of Affordable Rental Smart Housing (SPARSH 2.0): Government Affordable Rental Housing Development Support Scheme

The scheme “Scheme for Promotion of Affordable Rental Smart Housing (SPARSH 2.0)” implemented through verticals "*Incentivising government departments, PSUs, autonomous bodies to either use their vacant residential complexes for stay of urban poor by renting them out on outsourcing model or construction of such new SPARSH 2.0 housing complexes on vacant land under their ownership*" by the Labour & Employment Department, UT Administration of Dadra and Nagar Haveli and Daman and Diu aims to expand affordable rental housing stock through government participation and institutional support. Through this scheme, land identification, housing development support, and conversion of existing vacant government housing are provided for affordable rental housing purposes. The scheme is implemented by Municipalities, District Panchayats, Public Sector Undertakings, Autonomous Bodies, and other government agencies in coordination with the Department of Labour & Employment. The scheme promotes the creation of at least 1 SPARSH 2.0 housing complex by each participating authority. Existing government housing stock may also be converted into affordable rental housing complexes. Construction may be carried out through own funds or through Grant-in-Aid support. The scheme contributes towards the creation of long-term affordable housing infrastructure.

  • To address the vision of “Aatma Nirbhar Bharat Abhiyan” by creating a sustainable ecosystem of affordable rental housing solutions for workers in industries, construction sites, and other weaker sections.
  • To achieve the objective of “Housing for All” by promoting affordable rental housing for workers and labourers.
  • To create a conducive environment by incentivising public and private entities to invest in affordable rental housing stock.
  • To increase the productivity of industries by improving the health and well-being of workers.
  • To reduce the financial burden on workers due to treatment costs and wage loss.
  • To increase the happiness and quality of life of workers.
  • To harmonize the Affordable Rental Housing Complexes (ARHC) Scheme guidelines with the SPARSH Scheme.

Benefits

  1. All municipalities, District Panchayats, PSUs, and Autonomous bodies within UT of DNH-DD shall be obliged to identify lands in their respective jurisdictions with the help of concerned revenue departments, and to construct at least one SPARSH 2.0 housing or to run at least one SPARSH 2.0 housing on houses already under their possession in their respective jurisdictions
  2. Such municipalities, District Panchayats, PSUs, and Autonomous bodies within UT of DNH-DD shall do so either through their own funds, or if the same is not viable, through Grant in Aid allotted to them.
  3. In order to be eligible under SPARSH 2.0, the units constructed under this vertical shall follow the same norms as mentioned in Vertical 2.

Eligibility Criteria

  1. The applicant should belong to Dadra And Nagar Haveli and Daman &amp; Diu.
  2. The applicant should be the owner or authorised representative of the housing complex.
  3. The housing complex should fulfil SPARSH 2.0 infrastructure norms.
  4. The housing complex should possess a valid construction permission and/or occupancy certificate.
  5. The applicant should agree to reserve at least 66% dwelling units for Economically Weaker Section beneficiaries.
  6. The applicant should agree to maintain the housing complex and waste management systems.

How to Apply for Scheme for Promotion of Affordable Rental Smart Housing (SPARSH 2.0): Government Affordable Rental Housing Development Support

Application mode: Offline

Step 1: The owner or authorised representative of the housing complex should obtain Form A prescribed under the scheme.

Step 2: The applicant should fill out Form A and attach all required supporting documents.

Step 3: The completed application should be submitted to the concerned officer designated by the Secretary, Labour, for the respective district.

Step 4: The nodal officer shall verify the application within 30 days. Technical verification may also be conducted through the Associate Town Planner or other competent authority.

Step 5: After successful verification, the nodal officer shall issue the Registration Certificate in Form B.

Step 6: The nodal officer shall execute an agreement with the owner as prescribed under the scheme.

Step 7: The registration shall be verified annually. Registration may be cancelled if the scheme conditions are violated.
